Assignment Title: Consultancy Services for Video Documentaries

The Islamic Republic of Pakistan has received financing from the International Fund for Agricultural Development (IFAD) for Gwadar-Lasbela Livelihoods Support Project – Phase II (GLLSP-II). Planning and Development Department, Government of Balochistan is the “Implementing Agency” for this project, which will be implemented through government departments and partner organizations in the selected districts of Balochistan through a designated Project Management Unit (PMU).

 

The Scope of the Work: PMU (GLLSP-II) is seeking a firm to develop and produce ten video documentaries on project components, community development and fisheries value chain development. The content should be creative and storytelling to communicate that rural households are experiencing change and realizing that community driven development is integral to a rural development and plays an important role in addressing governance, addressing the development challenges within the communities, poverty reduction, and uplifting the rural economies.

 

PMU (GLLSP-II) invites applications from leading/well-reputed firms who have vast experiences in development of video documentaries of similar nature are encouraged to apply.

 

1.  A Consultant will be selected by adopting the “Quality and Cost Based Selection (QCBS)” method by the procedures set out in the IFAD Procurement Guidelines/IFAD Procurement Handbook that can be accessed via the IFAD website at www.ifad.org/project-procurement

2.  Interested firms may obtain further information about preparing the Request for Proposals at the address given below or via the email address “procurement@gllsp.org.pk” during office hours (1000-1600 hours “PST”) no later than December 10th, 2023.

3.  Request for Proposal must be delivered to the address below, clearly mentioning the title of the assignment “Request for Proposal for Consultancy Services for Video Documentaries” on the top-right front of the envelope, not later than 1400 hrs. (PST) on December 29, 2023.

4.  Applications received after the due date will summarily be rejected.

Tender Documents:
Tender documents containing Eligibility Criteria, Detailed Specifications, Terms and Conditions, and other relevant information can be obtained from the GLLSP-II, PIU Gwadar near Pak China Vocational Training Center, Airport Road Gwadar, during office hours i.e. 10:00 to 17:00 hours during working days.

 

Submission of Bids:

 

Bids must be submitted in sealed envelopes clearly marked with Name of Work for which bid is submitted and delivered to the GLLSP – II, PIU Gwadar near Pak China Vocational Training Center, Airport Road Gwadar, on or before 28-03-2023 at 2:00 PM. Electronic bidding will not be permitted. Late bids will not be accepted.

 

Opening of Bids:

 

Bids will be opened in the presence of bidders’ representatives who choose to attend at PIU Gwadar near Pak China Vocational Training Center Airport Road Gwadar, on    28-3-2023 at 3:00 PM.

All bids must be accompanied by a bid security of 4% of estimated cost for each work in the form of Call Deposit or Bank Guarantee.

A contractor will be selected using the national competitive bidding (NCB) method Single stage two envelope in accordance with the IFAD Procurement Handbook accessible at www.ifad.org/project-procurement. The NCB process will include a review and verification of qualifications and past performance, including a reference check, prior to the contract award.

Please note that a pre-bid meeting will be held on 14th March, 2023 at 12:00 PM in above mentioned address.

 

 

IFAD Project GLLSP reserves the right to accept or reject any or all bids without assigning any reason.

The Islamic Republic of Pakistan has received financing from the International Fund for Agricultural Development (IFAD) for Gwadar-Lasbela Livelihoods Support Project – Phase II (GLLSP-II). Planning and Development Department, Government of Balochistan is “Implementing Agency” for this project, which will be implemented through government departments and partner organizations in the selected districts of Balochistan through a designated Project Management Unit (PMU).

PMU is looking forward to acquire services of an experienced Company/Firm for “Baseline Survey” of Gwadar – Lasbela Livelihoods Support Project – Phase II (GLLSP – II) to establish benchmarks to track progress of key project development objective indicators and all indicators in the result framework at individual, household, village levels, fisherman income, wastage, cooperative businesses, SDG’s indicator align with project and project implementing agencies through qualitative and quantitative data collection and analysis.

 

Interested firm/consortium/joint venture having experience of such studies are invited to submit an expression of interest for said purpose.

1.  The company/firm, that would qualify the evaluation criteria would be considered for the next step. Shortlisted organizations will be invited to submit the technical and financial proposal for the assignment.

PMU intends to construct 120 kilometers roads to connect fish landing sites and agriculture production areas to the national trunk road network and the new road network which is being developed through China-Pakistan Economic Corridor (CPEC)/Belt and Road Initiative’s (BRI). Interested firm/consortium/joint venture having experience of such feasibility studies, design, and construction supervision of the roads are invited to submit an expression of interest for said purpose.

1.  The firm/consortium/joint venture, that would qualify the evaluation criteria would be considered for the next step. Shortlisted organizations will be invited to submit the technical and financial proposal for the assignment.

The PMU intends to develop a web-based M&E/MIS system is to aid the project team to plan, record, and update beneficiaries’ data to identify the target households to avoid duplication, track the progress of a project against set indicators, and make timely decisions for course corrections. The system will link to a real-time centralized computer-based databank information system. The system will integrate with the mobile application for the collection, verification, and monitoring of community-based interventions.

Interested firms/consortiums having experience in web-based M&E/MIS development are invited to submit an expression of interest for said purpose.
