Community Development

(USD 3.94 million/PKR 335.10 million, or 12% of the total base cost)

 Community  development  is  the  most  crucial  project  component  in  terms  of  pro-poor development  delivery.  This component will be implemented by NRSP, dedicated offices in Gwadar and Lasbela, and five Field Units at Tehsil level in project area. Specific project activities under this component will include: 

  1. Community  mobilization; including baseline survey, COs/VOs  formation
  2. Capacity building of COs/VOs
  3. Technical and vocational training for skills enhancement
  4. Asset creation for women.

Community Mobilization: NRSP’s shall start the  community mobilization  process, introducing  the  concept  of  social mobilization  and  the  project, identifying  local  activists  and  helping  the  communities  to  form COs & VOs. These COs and VOs will be strengthened  for working as conduits  for  the project  interventions in  all  village  level  development  related  activities. Once a VO is formed, it will develop a Village Development Plan under the guidance of NRSP and line departments where appropriate, The Village Development  Plan will  be  the  basis  for  project’s  interventions  under  all  components at  the  village level. NRSP’s Field Units will coordinate and facilitate COs/VOs interface with concerned government line departments to make effective use of assistance provided through these departments.

As a result of the community mobilization process, it is expected that about 35% households in the  26  project  Union  Councils  will  be  organized  into  1,500  COs and  382  VOs. The plan of CO formation is as below.

Capacity Building of COs/VOs: Based on the training needs identified during the social mobilization and village planning exercises, NRSP will prepare a training plan for the capacity building of COs/VOs. It is envisaged that, among others, capacity building will be undertaken in the forms of:

Community management skills training for COs

  • Management skills training for VOs and LSOs members
  • Exposure visits. NRSP’s social mobilization teams will provide continuous nurturing and support for the COs/VOs.

Technical and Vocational Skills Training: Based on the training needs identified during the Village Development Plan process and taking into account the local potentials, a range of technical and vocational training courses will be organized. Likely topics will range from agricultural and livestock production related activities to health and hygiene promotion. Other subjects will include topics aimed at strengthening the role of COs/VOs in the fishery marketing process, and will include, for instance, marketing, business planning, record keeping, health and hygiene practices in post-catch scenarios, icing and de-icing of fish, etc.

Asset Creation for Women: The purpose of asset creation is to provide poor women with a sustainable source of livelihood. Building on the successful experience of delopment partners such as RSPs, the project will distribute goats packages to women from households in the Q-11 poverty band. It is estimated that 2,700 women will benefit from the goats packages. By providing them with their own livestock, the project can assist women breaking the vicious cycle and enhance their own incomes. Ownership of assets will also increase the status of the women who recieve these assets.
